Project Description
The County of Frontenac of Glenburnie, Ontario issued an RFP for consultative work on their In-Field Communication – Gap Study and Option Analysis. The RFP guides the preparation of the study for the four member municipalities in the County of Frontenac. For the purposes of expediency, the County of Frontenac will be the administrator of this RFP and all contracts falling out of this RFP will be in accordance with the procurement policies of the County.

Role Description:
Acceptance of proposal and confirmation of contracts;
Review of research and related expertise;
Development of interview guide and survey tool(s) including test runs and revision;
Identification of interviewees and survey participants in consultation with CAO and key advisors;
Conduct surveys and interviews amongst various field personnel in the county an its four townships;
Surveys being conducted with fire chiefs, emergency personnel; public works, CAOs, ambulance workers and police;
Developing a report outlining results at various points in the project;
Review consultations and revisions;
Delivery and presentation of final report.

Developed a structured methodology in preparing Statements of Requirements to measure and define performance and quality assurance requirements and provide feedback to website users.

Project Description
Shared Services Canada (SSC) require a Project Manager, Business Analyst and Technical Writer to provide subject matter expertise for Web – Audio Conferencing (WAC) Services and Video Conferencing Standing Offer (VCSO), formerly called GTS – Government Teleconferencing Services, and all technical related issues. This includes writing the Statements of Work (SOWS) for both the audio teleconferencing and web conferencing systems, along with the technical specifications. Utilised WebEx, Adobe Acrobat products, and various MS products, including Word, Excel, PowerPoint, Edge, Outlook and Project 2016.

Role Description:
The project involves: Preparing the Statement of Work - Technical Specifications and associated documents such as the Financial and Evaluation deliverables;
Determining metrics for Service Performance Objectives;
Establishing Action & Risk Registers;
Building the Work Breakdown Structures with associated Gantt charts using MS Project;
Conducted industry scans, on topics such as cellular service plan pricing models, handset considerations, cellular application impact on pricing model, device management systems, security considerations, billing integration into SSC systems and processes (with Billing systems FTE);
Managing the weekly procurement conferences;
Discusses findings with stakeholders to evaluate validity of findings; and
Prepares report(s) of completed research for team discussion and review.

The County of Frontenac of Glenburnie, Ontario requested GlobeConsult to undertake an independent review of a Radio Communications Study Report for the county fire services.

Role Description:
The project involves reviewing a Radio Communications Study Report developed for the Frontenac Fire Services in response to RFP (2013-R01). This report, in part, provides an assessment of the in-field radio network infrastructure for Fire Services. Frontenac County CAOs hired GlobeConsult to undertake an independent review of the results.

Project Description
Canadian Food Inspection Agency (CFIA) required a Technical Writer Level 3 with the expertise, knowledge, skills and abilities to redraft CFIA technical documentation into plain English, which will be used to describe the Agency’s change agenda for Canadian public, industry and external stakeholders. Utilising Microsoft Office Suites products, including; Word, Excel, PowerPoint and GroupWise8.

Role Description:
The project involves working alongside subject matter experts to assure the intent of the source material is captured in the redrafted documentation. This process may involve checking background information and verifying technical details but will not require original research and content development including the following:
· Analyze material, such as specifications, notes, drawings, writing manuals, user guides, communication plans/strategies, communiqués and other documents to explain the requirements clearly and concisely;
· Determine documentation requirements and makes plans for meeting them;
· Gather information concerning the features and functions provided by the subject matter experts;
· Coordinate and consult with subject matter experts in the development of documentation;
· Gather information and assess the audience (internal and external) for the documents or manuals, which are required and prepare a statement of purpose and scope for each;
· Develop a table of contents for each document or manual and write or edit the required content;
· Investigate the accuracy of the information collected by making direct use of the material being documented;
· Assimilate and convey technical material in a concise, effective manner;
· Prepare or coordinate the preparation of any required illustrations and diagrams;
· Follow Governmental of Canada publishing guidelines and policies;
· Review documents, drawings and associated data for conformance to established standards; and
· All documents shall be prepared using Microsoft Office® software applications.

Project Description
Public Health Agency of Canada (PHAC) required a Project Manager, Business Analyst and Technical Writer with the expertise, knowledge, skills and abilities to study the business requirements and user analysis to author an end-user manual for both the Data Access Management Application (DAMA) system and the (AERO) application.

Role Description:
Researching, reviewing and analysing studies, reports, source documents from the DAMA for Data Coordination and Access Program (DCAP) and AERO system Business Requirements Document (BRD) to develop and deliver two user guides and operational manuals including the following:

1· Reviewing the current Business Requirements Document (BRD for the DAMA for DCAP online System details;
2· Reviewing the current Business Requirements Document (BRD for the AERO System details;
3· Analyse specific user step-by-step online workflow by actor role and type of request;
4· Create screen shot images for each statement and command;
5· Test each requirement from BRD and run through online processes in each relative webpage;
6· List problems and errors picked up during online testing with DAMA QA & AERO verification software prior to placing systems into production;
7· Review whether departments should never.

Project Description
Shared Services Canada (SSC), Telecommunications (Networks) Consolidation Department required a Project Manager, Business Analyst and Technical Writer with the expertise, knowledge, skills and abilities to analyse the economics and various integration strategies when deploying Enterprise Wireless LAN Provisioning & Support Services throughout the government of Canada, particularly within existing Wired LAN locations and in greenfield (new) environments.

Role Description:
Developing a Business Case to analyse the economics and various integration options when deploying new Enterprise Wireless LAN Provisioning & Support Services along with existing Wired LANs. And analyse the economics and various integration options when deploying new enterprise Wireless LAN Provisioning & Support Services in greenfield (new) environments

1. Review whether departments augment but not replace wired connections or remove all Wired LANs and replace with Wireless LAN;
2. Review whether departments should never consider Wired LANs at all and install only Wireless LANs or whether departments continue with the strategy of coexisting Wireless LANs along with Wired LANs;
3. Manage the creation of a Business Case to study the integration strategies when deploying Enterprise Wireless LAN Provisioning & Support Services;
4. Provide an economic justification for the necessary resources and expenditures required by this Statement of Work.

Project Description
Public Works and Government Services Canada (PWGSC), Satellite and Wireless Services Department required a Project Manager, Business Analyst and Technical Writer to manage the teams of specialists to develop Statements of Work (SOWs), write RFIs and RFPs and put contracts in place for specific managed wireless services. This includes developing business cases and other process-related activities necessary to provide a managed shared services model under ITSB - SM&D for service delivery, product management of all WiFi, WPTP and WiMAX services across Canada and working with CTO to develop secure wireless standards.

Role Description:
1. Developing Statements of Work (SOWs) and putting contracts in place for Wireless LAN, Wireless Point-To-Point and WiMAX
2. Preparing a work plan for the development of the Statements of Work and associated Business Cases for presentation and approval by Directors General stakeholders for the various phases of the associated wireless services projects
3. Managing the necessary functional and technical analysis to document the results;
4. Managing the product and service management as well as CTO inputs to the development of the SOW including the user requirements for integrating these new Wireless Services into the suite of products and services currently offered by ITSB;
5. Attending and leading project meetings with PWGSC employees and contractors;
6. Managing the consultation process with clients and suppliers to obtain their input and provide information on policies, processes and procedures including the subsequent ordering, billing and pricing of these new wireless services.
7. Developing as part of the Statement of Work web-based open communications system interface standards for all communications between Canada and the Contractors.
8. Reviewing various regulations, policies and procedures from Treasury Board, security groups and other sources and summarized directives to ensure all Statement of Works followed legislations.

Project Description:
Health Canada required a senior technical writer User Acceptance Tester to provide support to communications officers and other team members in an IT project establishing business process maps, governance framework and support services in implementing new legislation. This includes turning legislation and regulations in to codified lists of obligations, authorities, requirements and prohibitions. It will also include a critical review of materials developed to manage internal business processes, drafting Requests For Information (RFI), writing user guides and maintaining/creating business requirements and change requests. Finally, User Acceptance Testing (UAT) is required to run various verification case testing prior to putting the system into production.

Role Description:
1. Rendering Acts and Regulations into codified lists (organising legislation, regulations, etc. by subject matter).
2. Tracing change request impacts through a traceability matrix of Business Objectives, Business Requirements, Functional Requirements and System Requirements.
3. Review and edit materials produced from other communications areas.
4. Generate new sets of business requirements documents following provided guidelines.
5. Write user guides/manuals for submitting Consumer Product Incident Reports online to Health Canada.
6. Developing a web-based CPIR user guide, including a web page for each incident report with all forms pointing to a single "Help On Forms" web page.
7. Running User Acceptance Test (UAT) cases through full verification prior to putting the system into production

Public Works and Government Services Canada (PWGSC), Satellite and Wireless Services Department required a Business Analyst and technical writer to develop two PSEC Gate 1 presentations for Wi-Fi and WiMAX, PSEC Gate 2 presentations for Wi-Fi, three Business Cases studying the financial considerations of providing a managed shared services model under ITSB - SM&D for service delivery and product management of all WiFi, WiMAX and Paging services for all federal government departments across Canada, developing a Statement of Work (SOW) and RFI for Wi-Fi and Wireless Point to Point (WPTP) projects, developing the RFP for WPTP and working with CTO to develop secure wireless standards.

Role Description:
1. Developing a definition of service requirements for WiFi, WiMAX and Paging services at the federal government;
2. Interviewed various wireless vendors to develop technical documentation to ensure the information provided in the reports produced was the most current, reflected industry standards and determined the latest availability and pricing;
3. Documented various IT systems necessary for wireless security, intrusion and rogue device detection, and asset location and developed instructions on their use and limitations;
4. Reviewed existing security information and revised specifications where necessary to meet current wireless requirements;
5. Performing a needs assessment within the various federal government departmentsp;
6. Developing three Business Cases to determine the feasibility of providing a managed shared services model under SM&D part of Information Technology Services Branch (ITSB) for Paging, WiFi (WLAN) and WiMAX;
7. Reviewed existing procurement vehicle for Paging and cellular and developed new contract terms in include WiMAX;
8. Developing procurement strategies with vendors for Paging, Wi-Fi and WiMAX equipment and services;
9. Producing PSEC Gate 1 (feasibility) and Gate 2 (business case) presentations for WiFi, WiMAX and Paging, including, writing speeches, that describe the business transformation process and cost/benefits analysis for the Director General;
10. Worked with PWGSC Real Property Branch (RPB) to determine lessons learned from their Proof of Concept;

Health Canada required a Documentation Specialist and Technical Writer for the second phase of their First Nations Inuit Health Branch (FNIHB) Health Record Management (HRM) Capability Study to review, analyse and develop the technical documentation for the Information Management Department.

Role Description:
· Developed the technical documentation for the Health Canada program First Nations Inuit Health Branch (FNIHB) Health Record Management (HRM) Capability Study;
· Provided consistent, better-flowing documentation with proper tables of content, flow charts, and references;
· Developed schedules for the retention FNIHB Health Records;
· Developed the necessary supporting tools, and provided a high level implementation plan;
· Recorded and updated information for the Health Canada computer systems; and
. · Analysed inputs from questionnaires, surveys and interviews, and study data from workshops to ensure they were adequately reflected in the interim and final report

Heart and Stroke Foundation of Canada (HSFC) required a Business Analyst, Documentation Specialist and Technical Writer to review, develop and revise their Policy and Procedures manuals for the Grant-In-Aid (GIA) funding application process, Research Fund Initiatives and Personnel Awards policies and procedures. This is to be hyper-linked to their existing online systems.

Role Description:
· Developed input templates to facilitate processing data via HSFC website;
· Reviewed existing policies and procedures manuals, help facilities and user guides for processing and managing GIA funding applications, Research Fund Initiatives and Personnel Awards and developed proposed new documentation that provided the basic initial information along with new directives for staff;
· Develop a statement of requirements necessary for the revised Policies and Procedures documents;
· Scheduled orientation sessions for research staff and support group to explain the duties they are expected to undertake for the various GIA functions and to provide the processes to review the ongoing documentation and make recommendations for future improvements;
· Set up schedules for the retention of the Grant-in-aid policies and procedures;
· Analysed existing manuals and user guides and developed new documentation and made recommendations and produced better flowing and more concise information;
. · Documented details from their current IT systems used for entering applications information into the 4th Dimension Relational Database Management System (RDMS) and provided instructions and guidelines on its use; and
